What’s a Representative District (RD) Committee?

Delaware has 41 House Legislative Districts, ten of which are in Sussex County.  


The Democratic Party has a Committee for each of these Districts.  These Committees are the most local official components of the State and National Democratic Party.  


The 38th RD is located in the Southeastern corner of Sussex County. The RD boundaries are the Indian River Bay (north); Atlantic Ocean (east), Maryland State Line (south). Who is on a Representative District Democratic Committee?

An RD Committee is composed of Democrats who have stepped up to provide guidance and support to local Democratic efforts. 


Committee member’s duties include:

  • attending meetings and party functions 
  • performing tasks that support the Democratic Party and its causes  


Committee Members have voting privileges at Committee meetings, including voting for the officers of the Committee.  Most Committee meetings are open to all Democrats – but only Committee Members can vote.  


The maximum number of Committee Members is determined by the number of Election Districts (precincts) within the RD, the 38th is allowed 33 Committee Members.

What will happen at the Caucus?

Some people will indicate when they register for the Caucus that they want a position on the Committee.  Nominations can also be made during the Caucus meeting.  


Following nominations, if there are more candidates than positions, a series of elections will be held to assign members by Electoral (voting) District (These districts are referred to as ED's.) Full details will be explained at the Caucus.  


Once Committee Membership has been established, those members will meet to elect Committee Officers.  The first order of business is to elect the new Chair, who then assumes control of the meeting.  Then, the remaining officers will be elected.  For the 38th RD, these are the Vice Chair, Treasurer, Secretary, and Digital Chair.
